Add "Search" as Permission Level

Add another level of folder permission to control whether or not the contents of the folder will be included in library search results. This would allow library administrators to limit visibility to simplify searching (for ad-hoc, testing, archives, etc.), but still allow direct navigation if desired. The new hierarchy would be:

Access: Per current functionality

Browse + Access: Current functionality, but contents of folder are not included in library search results

Browse + Access + Search: As above, but contents of folder are included in search results

Browse + Access + Search + Modify: As above, plus ability to modify the files

Full Control: Per current
