The customer would like to restrict the use of Spotfire to only those who have a license, for example by entering a license key at the time of installation. License here refers to Consumer/BusinessAuthor/Analyst license.
Currently, If a Spotfire administrator accidentally adds someone who does not originally have a license, he/she can use the service.
They want to see that licenses are properly managed, not just those that are the responsibility of the Spotfire administrator.

I have revised the idea text as it did not correctly convey the intent. I understand your points 1 and 2.
Currently, it is possible for a Spotfire administrator to accidentally set the following.
Adding users who should not have a license.
Creating more licenses than contract allows.
Analyst licenses are granted to users who should be Consumer users.
They want to see that licenses are properly managed, not just those that are the responsibility of the Spotfire administrator.

What do you mean when you say "Currently, if a non-licensed person registers as a user on Spotfire Server, he/she can use the service." ? These two chapter in the documentation: https://docs.tibco.com/pub/spotfire_server/14.4.0/doc/html/TIB_sfire_server_tsas_admin_help/server/topics/determine_license_counts_for_client_applications.html https://docs.tibco.com/pub/spotfire_server/14.4.0/doc/html/TIB_sfire_server_tsas_admin_help/server/topics/named_user_licensing.html outline the relationship with what License features that are allowed for the different thype of Licenses (Analyst, Business Author, Consumer).
About "Also, on Spotfire Server, a Consumer user can be used in the same way as an Analyst user, depending on the license settings" - see above links. IF the license features for a user include any of the license features from the Spotfire Analyst (Spotfire.Dxp.Professional) license group switched on, then the users is considered to use a Spotfire Analyst License.
To verify that you have configured the License features correctly, you can use the server commands - see https://docs.tibco.com/pub/spotfire_server/14.4.0/doc/html/TIB_sfire_server_tsas_admin_help/server/topics/count_feature_licenses_and_named_user_licenses.html especially show-named-user-licenses.
