Check R or python packages on server from Python or R Tools package Management

it would be super useful to have a way to fetch the packages on the server. Think about if it should be ok to install those packages if the user has the proper permissions. Else, when clicking install, make sure that it's clear that the package will be installed locally or disable the buttons if the server location is selected
