Add ability to apply hotfixes in a serverless environment

In the current setup, the only way to apply a hotfix to the Spotfire Analyst desktop client is by logging into a Spotfire Server instance where the hotfix is deployed and then accepting the updates. For those with a serverless Spotfire setup this makes hotfixes inaccessible.
