allow to add custom tool into native Tools menu with more than 2 hierarchy

Our customer wants to add custom tool into native Tools menu like,

native Tools menu => SubFolder(e.g company name) => SubSubFolder(e.g. tool category) => CustomTool_here


Currently only below 2 option are available.

(1) native Tools menu => SubFolder => CustomTool_here

(b) custom top menu => SubFolder => SubSubFolder => CustomTool_here
