In the documentation we mention that the configuration parameter is optional, but if not specified the cli assumes there is a file in the current directory, and tries to load it. So it appears that a config export is mandatory to use this command. The documentation is quite vague on this point.
The spotfire server installation and configuration documentation should be updated to explicitly outline this pre requisite.
