Add "grant EXECUTE on DBMS_LOB to &2" in create_server_env.sql

I ran into problems when trying to run the server installation scripts for Oracle. Turned out that to be caused by insufficient privileges - granting EXECUTE on DBMS_LOB solved it.
I would like to include that in the script for setting up the environment (create_server_env.sql)
