Page/tab scroll bars instead of scroll bars per visualization

{noformat}
Requested by Sophie Iacona, Sanofi-Aventis Groupe (1-BBPW07)

When opening an analysis file on a low resolution screen, the visualizations adapt to the available screen space and become small. The page becomes hard to read, especially if there are a few visualizations on the same page. Sometimes scroll bars within the visualization area appear.

The user requests a way to replace small visualizations using scroll bars with reasonably sized visualizations without scroll bars by expanding the page/tab space beyond what fits on screen and instead have page/tab-global scroll bars.

Visualizations will look better on a low resolution screen but all cannot be shown without scrolling the page scroll bars. It's kind of a zooming feature.

    This capability was delivered in Spotfire 7.7 through the minimum page size feature. Right click on a page tab in order to set the minimum allowed size. Spotfire 7.13 further improved this capability by adding a responsive mobile layout option.
