Disable Data Source

I would like the ability to disable Data Sources. When someone attempts to access an Information Link that uses a disabled Data Source, the user would get a message that the Data Source is disabled.

This would be useful when there is a planned outage for a database or database server. I could simply toggle the affected Data Source(s) as disabled, and re-enable when the outage is complete.

If there is already a way to do this, please show me.
