Adjust Label position in line chart Merged

The Spotfire user should be able to adjust label position in a Line chart.

*Details:*
I have attached a power point for reference, user should be able to adjust labels in issue 0 and issue 1 as indicated. Please let me know if there is a workaround for adjusting label position.
