Statistica should have an offline mode (Statistica desktop)

This is with context of a Statistica Enterprise installation. Statistica Enterprise users are often unable to launch Statistica if the Enterprise database is down/ if they don't have the database credentials working. 

Users should be able to work with Statistica desktop in this case, develop workspaces and at least save them to disk.They may re-deploy after Enterprise database is back online.  But Statistica should have a "Work Offline" option in The Enterprise login screen that would allow for users to work with Statistica desktop till the time meta database issues are fixed 

NOTE : This mode would have Enterprise Manager and options like Deploy to Enterprise grayed out
