Produce OpenAPI (Swagger 2.0) specification for published REST services

TDV should produce OpenAPI compliant specifications for published REST services. The specification should also be searchable in BD to make it easier to find REST services.

Add support for Swagger

Without a way for customers to know how a RESTful web service works/what parameters are required, how are they to get this information? I'd submitted a support ticket for this and was told this doesn't exist. Apparently it was requested internally...
