Allow new visualizations to be added to bottom of page and not impact current layout

When inserting a new visualization on a page, Spotfire adds them to the top of the page by default.  The problem is this causes all of the visualizations below it to be resized.  If I wanted to add the visualization to the bottom of the page, I now have to resize and reposition everything that was already layed out the way I wanted it.  This can be especially problematic if you have a Text area acting as a banner across the top of the page.  Ideally this should be an option you can set the default behavior for within the Options dialog.  The goal is stop new visualizations from messing up the current layout.  With this option, adding a new visualization should only impact the visualization(s) at the bottom of the page.  The current workaround for this issue is add a new page, insert the visual there and then drag it back to the original page.
