Stacked bars labels displayed, no matter the importance of the data value

When I am using combination charts (x = time, y = count of validation), I use stacked bars to show for example the proportion of male and female who validated, per time period. When there is not so much validations compared to the other months (and that for example only men validated), I cannot see the label of the smaller values, except via a zoom slide.

Currently, with stacked bar visualization, when the data set is too small (becomes a very thin bar), the percentage value fails to display no matter how I mark the bar. I would like to ask for enhancement to allow percentage values to be shown for...
