Restrict Client Usage to certain folders/files, More Granular Licensing

We have some visualizations that contain highly sensitive data. Today in our environment all users that are not developers are only allowed to use the web player option for viewing their visualizations and are not able to use the client. We need to enforce that so these same users cannot go into the client and undo the way the visualization (that is scheduled daily) connects to a live security table to restrict what each user can see.

Today we do that at the user/group level via license rights. We would like to be able to apply those license rights not just at the user/group but also at the folder/DXP file level so we can open the client up to more users whilst still being able to preserve our security model where needed,
