Allow numbers in symbol sets for short number format

I have no clue why this is not allowed: I'd like to use numbers in symbol sets. This would be nice e.g. for formatting numbers on log scales. You could define a symbol set *10^-3, *10^-2, *10^-1 etc. which cannot be achieved another way. But this is not possible at the moment.
