Auto-Zoom Based on Interactive Layer

Only auto-zoom based on the data in the interactive layer and not all layers. 

I have analyses templates with feature layers that have data all over the country, e.g. state and/or county shapefiles.  Data for a specific analysis is plotted on top of these standard views.  An option to zoom only considering the interactive layer with data would allow the auto-zoom feature to be functional for this type of workflow where standardizing templates is used.
