Add Python Data function capability to 7.11 LTS

As outlined in the following wiki page

Please add this capability to 7.11 LTS. Many organizations are moving to LTS versions, and to wait for the next LTS version for this much needed capability will prevent faster development. Most of my data pre-processing is performed in Python, so having to flip back and forth between Python and R slows down my ability to deliver quality analytics.

    All supported versions of Spotfire now have native support for Python data functions so I am closing this idea.
