Enable control over tab location to top or bottom of analysis- (SF-X) changes to bottom Merged

Spotfire 10 (X) has moved the analysis tab location to the bottom of the page. After 10 years of use, the user experience of access has changed substantially. Some browsers have pages at top, and some applications like excel have them at the bottom.  Overall space allocated is still much the same.

Some applications (BI) allow the designer to set tabs as either top or bottom.

This request is to either allow the designer the option to configure tabs as top/ bottom or for an enterprise setting to set the default.
