add Preference items to change WebServerPortAllocationCount, WebServerPortFrom, WebServerPortTo, ExportRenderCount, ExportRenderingTimeout

Currently WebServerPortAllocatioNCount, WebServerPortFrom, WebServerPortTo etc can be changed in Analyst's config  file, however it must be done on each PC with Analyst installed which is time consuming. It would be good if these can be changed via Preference so change in one place applied to Analyst client.

    One of our customer is seeing ERR_UNSAFE_PORT in Analyst application.

    This is because too many Analyst instances were started (it happened on a Windows Server RDP environment) and the port number 10080 was used by Spotfire, but this port is blocked by chrome by default.


    We hope this idea can be implemented ASAP.
