Add capability to enable/disable items on top File menu (Consumer, Business Author + Analyst)

This is useful when we expose certain reports to users but don't want them to have access to specific info/links. For example when Spotfire is embedded within custom portal. 

Specifically looking to disable "File -> View Library" and "Help -> My Account" as there is no functionality to do that today. 

But really it would be nice to be able to show/hide any of those options on the top menu bar.

    I should of mentioned Spotfire 10.3 and above.
