Permissions for each individual scheduled file Merged

Currently we have some power users that were given administration privileges in order to simply click "reload" at some Scheduled Updates entries in the admin view. We would like to reduce those permissions to a minimum. Therefore we would appreciate if you could:

1. have a group "Scheduled Updates Admin" where all members can interact with the Scheduled Updates & Routing menu. Best with sub-permissions like "Create Rule, Delete Rule, Reload" etc. This could also be done via "licenses".

2. restrict those permissions on individual jobs so one user can only reload the three files he is really responsible for and not potentially all 30 that exist.
