Add option to load from file for data function scripts in Python / R

Often we develop scripts in external tools such as VS Code, R Studio or Jupyter and then have to copy and paste these into Spotfire. It would be easier and better if there was an upload data function from file option (rather than just the sfd format), so files could come other tools and also utilise version control versions/downloads.

    Starting with the Spotfire 11.8 release, when creating data functions you can import R or Python script files developed in external tools such as Visual Studio Code, R Studio, Jupyter and others.
