Automation jobs may show a query in execution, although no jobs are running. It is not possible to find which job that query was tied to.
This query seems to tie up resources
The only resolution (Per support) is to kill and restart the service.
A service restart should also process any pending jobs waiting for resource as these get killed on restart as well.
