allow to parse library search criteria "created::2 weeks ago" at local time zone

One can use search criteria like "created::2 weeks ago" when doing library search, or running config command like delete-analysis-states, delete-library-versions.


This is very useful to search specific files in the library based on the date that was created/modified/accessed. However currently "2 weeks ago" is always parsed at UTC timezone which is different from our customer's environment.


Please add option to choose between UTC and local timezone.
