Hidden Pages Permissions

We would like to have the ability to control more granularly the permissions on Hidden Pages.

At the moment, a Developer licenses user can see all Hidden Pages, but this is not specific enough.

Controlling visibility permission on Hidden Pages by users, user-groups or others would be necessary for us.
