Allow a Spotfire DXP file to be opened from a Web location

Our current implementation for the Spotfire analyst client is still converting the webdav URL to an UNC path and then feed Spotfire. The UNC-based solution requires the windows WebDav client service to work properly. An implementation was done in 2019 (Support WebDAV protocol in Spotfire Analyst | Spotfire Ideas Portal), but Microsoft has since deprecated the service required, so we need a new / different way to accomplish this.
