Spotfire Automation services job scheduling control Merged

Need to control user privilege who can schedule automation jobs on Spotfire server. As of now it allows all users who are added to "Automation Users" group to schedule and run automation jobs on server.

We want to split the control on users running jobs on server and users scheduling jobs on server.
