Setting a different color of bar by each period when date use category as x-axis on combination chart

If there are three different measures, 'Population', 'Power Consumption' and 'Urban Population %', it can be used with YYYY as category scale on combination chart. In this case, customer wants to set a different color of bar by each period, past, current and future.

If it is possible, we can show and set a different color per each period, and user can identify their insight on one combination chart. I think spotfire's value is better then now and unique it against Tableau or Clik.
