Don't deprecate the export/import automation services tasks

The "export library items" and "import library items" automation services tasks have been deprecated as the server configuration command line has been updated to include similar features. We make use of automation services tasks within scripts that include other steps - so modifying those scripts to split them up such that some steps happen in automation services job and some from the server command line is clearly not ideal. The other issue is that the ability to run the server command line is a highly privileged action that we're not going to give to our users, whereas automation jobs can be run by users with less system access.
