If it is for the Professional client then you can implement this yourself. Microsoft has a plethora of debugging tools for Windows. With Windows Debug you can easily create rules that trigger when a specific windows app process crashes and take any action you want. The Client also allows you to increase logging to DEBUG so you could have a monitoring process watching the log for crash errors.
We need it for Professional client ... we need to be able to capture crashes and report them in our custom system. We keep track of Spotfire activities (startup, shutdown, open templates in addition to other things) ...
In general, this is simply asking to give us an API that is invoked when an unhandled exception is encountered.
Your idea is very wide so it's unclear to which Spotfire component you are referring to when you say "when Spotfire crashes". If you are referring to Web Player then there is already built-in email notification when WP crashes, you just need to enable it:
