Allow formatting of cells in cross tables to be the same when data "does not exist" and when it is "empty"

While it is possible to format both types of "empty" values, they cannot be formatted to look the same.

Although "Non-existent" and "Empty" values are conceptually different ; visually, they represent the same thing -- for some analyses. 

 'Empty values' can be colored, but you cannot set any custom text '-' as you can set for the cells with no data.
