'Action controls' can be utilized to perform a wide range of actions (i.e. actions, scripts, data functions, report exports). The versatility they offer is great, but can also cause confusion to the user when it is unclear what action an 'action control' controls.
While action control buttons/links/images and their functions are understood by the project author, their function may not be well understood by the user, especially when a project page contains dozens and dozens of them.
A tooltip on an action control could be used to provide a clear description of what that action controls does, thus reducing user confusion.
