Enable install and cli install option for TERR package path

By default Spotfire 11.x and 12.x sets the default TERR package path to C:\Users\(username)\AppData\Local\TIBCO\Spotfire

Spotfire 14.x sets the default TERR package path to C:\Users\(username)\AppData\Local\Spotfire

I am requesting the spotfire client installer to add a window to the installer to ask the admin if and where they want to set the default TERR package path. This option is to be added to the cli install as a command switch for silent deployments.

The goal is to allow admins to set one global TERR package path for all users of the machine and/or allow granular package paths.

The current solution is messy and with the 14.x release made this unsupportable.
