DataStreams: Allow Data Table options to be configurable at deploy time

WE need a way of configuring DataStreams/Liveview Table options such as

Snapshot Parallelism
Snapshot Currency
Publish Interval

through system properties so they can be changed at deploy time.

Our deployments have different resource and usage profiles so we need a way to set these at deploy time like we do for things like heap size etc.

The only option is to build multiple version of an application with different values embedded.
