Remove crosstalk from Services creation so that you can start creating both services without having a hard to recover from error.

This would be useful to speed up the creation of services so that it can happen in parallel (Automation Services and Web Player) rather than waiting for them to serially complete. Configuration is hard enough without adding extra delays to be safe.
