Add Python to Spotfire Predictive Ecosystem

WHAT: Enable Python via Data Functions on TSSS and locally

WHY: Many Data Scientists today use Python libraries (NumPy, SciPy, etc.) for Data Analysis, but the organizations in which they work find it difficult to leverage the value of their work/discovered insights by rapidly building applications which could put these analytics into the hands of key decision makers.

Implemented in 10.7

Python is always more and more preferred to other languages. An article among others: https://www.kdnuggets.com/2018/05/poll-tools-analytics-data-science-machine-learning-results.html

Python is increasing in popularity and function.  Numpy, SciPy, NetworkX and all of the other data manipulation tools.

Python is also more accessible to developers and data scientists as it follows a procedural/functional programming model.
