remove TERR Tools dependency on "Access to Extensions" license

Analyst menu: Tools => TERR Tools depends on "Access to Extensions" license to become available.

I assume it is developed using Spotfire SDK API(extending CustomTool<> class).

But Python Tools doesn't have this dependency.


Both TERR Tools and Python Tools are OOTB Spotfire functions so none of them should be depending on "Access to Extensions" license IMHO.


Please remove this dependency.
