New Extensions Licenses are enabled automatically when a package is deployed

If TIBCO Spotfire Extensions Licenses are all or some enabled, and a custom package is deployed, then added licenses are enabled automatically.

Otherwise if TIBCO Spotfire Extensions Licenses are NOT enabled, and a custom package is added, then added licenses are NOT enabled automatically.

I would like to be administrator person who enable those licenses.
