Display a specific message when an Information Link datasource has exceeded it´s connection limit

When data from an information link could not be read because an underlying data source has reached it´s connection limit a message should be displayed about that instead of a generic error message about a timeout. 


The details section of the message should contain a user-friendly section with more information about the problem and possible solutions:
• Which information link and data source failed.
• What is max no of connections set to for the data source, and how to edit. Recommend increasing this value.
• How many connections were in use when getting the error?
• What is connection-login-timeout set to (and where can it be edited).
• What are max-jobs and thread-pool-size set to, how they are related, and where to edit.
