Be able to determine which markers overlap with which features between two layers of a map

I often find shapefiles that I use as an overlay over markers plotted with lat/long from a different layer on a map.

For instance, I might have complaints to the NYC 311 (with lat/long) service that I may want to overlay with police precincts (as shapes in a shapefile). I should be able to have the tool create an intersection between the two layers, giving me a way to create a Relationship between these two tables.
