Preserve installed R packages when upgrade TERR under Spotfire

WHAT: CRAN and custom packages installed into TERR under Spotfire are stored in a site library folder that lives under the TERR installation folder. When the TERR engine is upgraded, it is put into a new folder, and those packages need to be reinstalled. Installed packages should be put into a separate folder, in a location that is still accessible when TERR is upgraded.

WHY: Avoid having to reinstall CRAN packages, even if no updates are needed.

    As of the latest TERR (4.1.1) hotfixes for Spotfire, user-installed packages are now installed in a standard directory, and will be preserved when the TERR engine under Spotfire is upgraded.
