Cross Table Plot API needs updating for new formatting options in 7.6

Now that we have control over the layout of individual columns, etc., in a cross table plot in Spotfire 7.6, the API should enable control of these. For example, we should be able to set individual column widths. As far as I can tell, the API only permits global setting of these - CellWidth and CellHeight are the properties and these will affect all columns/rows. We should be able to autofit, specify column/row heights, label orientations, etc., all on individual rows and columns.

There is no API for aligning Header and Values in Cross Table. It is needed to improve usability of customized extensions.
