It would be very helpful to be able to give users access to administration manager without granting them full administrator rights. It would be much more expedient for users to be able to add other users to their security role, and to only their security role without needing an administrator's assistance. This would work by creating a role that was able to access administration manager without receiving any other administrator rights.

Agreed. We have a security operations team here at Texas Instruments that we would like to use to add/remove users from groups but we don't need them to be full administrators to do this.
Yes! It would be very helpful if a few power users could add/remove consumer users and manage folder access without having to go through someone with full admin rights.
In the Licenses, there is already the TIBCO Spotfire Administrator > Administration. Why can't this license be used independently from the full admin rights? (for instance, they would be able to manage all users but those in the admin group).
