Specific role or licence for "Nodes & Services" option

To have a specific role or a specific licence to control access for "Nodes & Services" option. This idea is similar https://ideas.tibco.com/ideas/TS-I-5549 but it talks about read only access. In my case I need to allow access an user to this option for update  service packages like hotfixes, and maybe change its status (start, stop or restart). An example would be the role "Scheduling and Routing Administrator" for option "Scheduling and Routing", or the role "Deployment Administrator" for option "Deployments & Packages"; but now I am thinking at this, What is the point of assigning an user to the "Deployment Administrator" role if it can not update the nodes and services in the areas for which it updated packages or hotfixes? What I mean is that an user assigned to the "Deployment Administrator" role must be able to access and have full control for the "Deployments & Packages" and "Nodes & Services" options.
