Ability to open same template in two web player instances

Per Case_ID:01573767, there is a need to ensure the same template could be opened in multiple web player instances.

There is a way to configure the web players config in different settings (e.g. idle time out), however this looks like useless without getting some extra measures including adding routing rules for the template levels and bypass the "default" routing rules which denies opening same template in multiple instances.
