At our company we only want the admins to create data sources. We store them in a shared but secure folder. All users work from that folder to create the elements that everyone uses. When user's create their own data source is confuses others and then we have development of the same data occuring in multiple locations.
Yes, to subdivide the Information Model license would work. That way I would only grant administrators the license to create data source and yet the other users can create elements, joins, filters, etc…
