limit rows with "OR" operations of "limit by marking" and "limit by expression"

CLI or API command to restart webplayer instance only ( not service )

We plan to automatically restart the instance ( not web player) when resource crunch hits. for this we need a cli or api method to achieve this. currently understand there is no such option, but would need this option for automation purposes.
