Provide ability to filter rows being imported from flat files (such as Excel or csv)

Having the ability to filter rows being retrieved from flat files is important, especially when they get to be over 1M rows, workstation memory resources could become an issue. Of the 2.7M rows in my file, I only need 51K rows. I need to be able to select just the rows I need without first importing all of the rows into the Spotfire analysis.
