Statistics Services - needs a config param for default TERR on/off Merged

We use open source R for statistics, not TERR for a number of reasons. There needs to be a configuration setting whereby we can turn TERR on or off completely in favor of open source R. Right now all new client deployments are defaulted to TERR, and there is no way to turn this off. We run into problems with users developing locally against TERR, and then having their analyses fai; on the web player because the WP is configured to use stat svcs and R (no local TERR engine). Also, some users start using classification modeling or regression, which uses TERR, only to ru into trouble when sharing. 

There needs to be a license around TERR that we can manage, which includes the engine and any tool that uses TERR.

There needs to be a default option to either use TERR or R that we can set as part of a client configuration.
